Amends 11 O.S. 2001, Section 10-112 regarding the appointment of city managers in Oklahoma cities and towns.

Removes the requirement that city managers must be residents of the city at the time of appointment; they only need to reside within the city during their tenure in office.

City managers and part-time city managers retain authority to appoint themselves or be appointed to other city government positions, but cannot receive additional compensation for such roles.

Maintains restrictions that prevent sitting mayors and city council members from serving as city manager during their term or within two years after leaving office.

Becomes effective November 1, 2009.
