Amends 51 O.S. 2001, Section 24A.8 (Oklahoma Open Records Act) to modify public access to law enforcement records.

Requires law enforcement agencies to make available for public inspection: arrestee descriptions, arrest facts, chronological incident lists, radio logs, conviction information, warrant dispositions, crime summaries, and jail booking registers.

Exempts from public disclosure: CLEET training records and officer personnel files except for certification verification, officer requests, investigations, and court orders.

Requires Department of Public Safety to keep confidential: training materials, tactical policies, certain radio log information (phone numbers, non-incident addresses), and all driving records.

Effective date: November 1, 2009.
