Amends 11 O.S. 2001, Section 27-126 to allow municipalities to determine court costs and fees charged by municipal court clerks, with costs not exceeding $25.00 plus juror and witness fees and mileage.

Authorizes municipal court clerks to charge and collect fees as determined by the municipal governing body.

Creates new authority for municipalities to contract with collection agencies for collecting unpaid municipal debts, penalties, and court fines/costs, with an authorized collection fee not exceeding 40% of the amount referred.

Requires courts to order defendants to reimburse collection agency fees for court-ordered debts in municipal cases where collection contracts exist.

Effective date: November 1, 2009.
