Amends 26 O.S. Section 1-108 to modify the procedures for forming a recognized political party in Oklahoma.

Prohibits filing notices of intent to form a political party between March 1 and November 15 of even-numbered years, and prohibits petition circulation between May 1 and November 15 of even-numbered years.

Requires petitions to contain signatures of registered voters equal to at least 5% of total votes cast in the last General Election for Governor (removing previous language about "either...or for President and Vice President").

Maintains the existing 30-day review period for the State Election Board to verify petition signatures and grant party recognition upon determining sufficiency.

Effective date: November 1, 2009.
