Amends 70 O.S. Section 1210.569 to require school districts to submit annual student needs assessments and alternative education plans, including an annual expenditure report to the State Department of Education.

Mandates the State Board of Education compile an annual report submitted to legislative leaders and the Governor listing funded students and actual students served in alternative education programs by school district.

Requires urban school districts with high populations of at-risk elementary students to expand needs assessments and education plans to include elementary-level at-risk students needing alternative education.

Conditions implementation of elementary student provisions on state appropriations and on Oklahoma's per-pupil expenditure reaching 90% of a seven-state regional average (Arkansas, Colorado, Kansas, Missouri, New Mexico, Oklahoma, Texas).

Requires the State Board of Education to report annually in written or electronic form by January 1 whether the 90% expenditure threshold has been met, with implementation of elementary provisions occurring July 1 after verification.
