Amends 74 O.S., Section 85.43 (Oklahoma Central Purchasing Act) to clarify that state agency acquisition reports can be submitted in written or electronic format.

Requires chief administrative officers to submit annual reports to the State Purchasing Director listing acquisitions exceeding $10,000 but not exceeding $25,000.

Reports must include professional services, nonprofessional services, and property leasing contracts, with supplier names, descriptions, prices, and total amounts expended.

State agencies must submit reports to the State Auditor and Inspector, Department of Central Services, and to any House Appropriations or Senate Appropriations Committee members upon request.

Becomes effective September 1, 2009.
