Makes appropriations to the State Board of Career and Technology Education from the General Revenue Fund and Oklahoma Education Lottery Trust Fund for fiscal year ending June 30, 2010.

Establishes budget categories and limitations for the agency including business/industry/adult education, local schools support, statewide services, administration, and inmate/skills centers.

Authorizes grants for vocational education teacher programs with salary calculations based on months employed, not to exceed two months beyond the standard school year.

Allows appropriations to be budgeted for either fiscal year 2010 or 2011, with encumbrance deadlines of June 30 and November 15 for each respective fiscal year.

Declares an emergency effective date of July 1, 2009 to ensure immediate implementation of appropriations for the State Board of Career and Technology Education.
