Appropriates funds from the General Revenue Fund to the Oklahoma State Regents for Higher Education for fiscal year ending June 30, 2010, for education and general operating budgets, programs, construction, renovations, and repairs

Authorizes expenditures from the Higher Education Capital Revolving Fund and the Oklahoma Tuition Scholarship Revolving Fund for the same fiscal year and purposes

Appropriates additional funds from the Special Cash Fund for education and general operating budgets, programs, construction, renovations, and repairs administered by the Regents

Allows appropriations to be budgeted for either FY-10 or FY-11, with specific encumbrance and expenditure deadlines and lapse provisions for unused funds

Effective date of July 1, 2009, with an emergency clause for immediate implementation upon passage and approval
