Appropriates funds from the General Revenue Fund and Special Cash Fund to the Physician Manpower Training Commission for fiscal year ending June 30, 2010

Establishes budget categories including Administration, Community Match Rural Scholarship Incentive Program, Nursing Program, MD/FP Residency Programs, Osteopathic Internship and Residency Program, and State Loan Repayment Program

Sets budgetary limitations on full-time-equivalent employees and requires the Commission to develop outcome-based performance measures for each budget category

Allows appropriations to be budgeted for either FY-10 or FY-11, with specific encumbrance and expenditure deadlines for each fiscal year

Declares an emergency, making the act effective July 1, 2009 upon passage and approval
