• Appropriates funds to the Oklahoma Commission for Teacher Preparation from the General Revenue Fund for fiscal year ending June 30, 2010 (specific dollar amount to be determined).

• Requires the Commission to budget funds in the category of "Preparation and Professional Development of Teachers and Administrators" and develop outcome-based performance measures for each budget category.
