Appropriates funds to the Office of the Governor from the General Revenue Fund for fiscal year ending June 30, 2010, in an amount to be determined ($0.00 as placeholder).

Allows appropriations to be budgeted for either FY-10 or FY-11, with FY-10 funds expiring by November 15, 2010, and FY-11 funds expiring by November 15, 2011; prohibits simultaneous budgeting across both years.

Permits agencies to reallocate unspent FY-10 funds to FY-11 after submitting and obtaining approval of a budget work program revision from the Office of State Finance.

Effective date set for July 1, 2009.

Declares the bill an emergency measure to take effect immediately upon passage and approval.
