Appropriates funds to the Office of the Governor for fiscal year ending June 30, 2010, in an amount to be determined (placeholder shows $0.00).

Allows appropriated funds (excluding capital outlay) to be budgeted for either FY-10 or FY-11, with different expenditure deadlines (November 15, 2010 for FY-10; November 15, 2011 for FY-11).

Establishes that funds budgeted in FY-10 not required for obligations may be re-budgeted for FY-11 through a budget work program revision approved by the Office of State Finance.

Effective date set for July 1, 2009, with an emergency clause providing immediate effect upon passage and approval.
