• Appropriates funds from the General Revenue Fund to the Office of the Lieutenant Governor for the fiscal year ending June 30, 2010, to perform duties imposed on that office.

• Allows appropriated funds (excluding capital outlay) to be budgeted for either FY-10 or FY-11, with FY-10 funds requiring encumbrance by June 30, 2010 and expenditure by November 15, 2010.

• Permits unspent FY-10 funds to be rebudgeted for FY-11 after submitting a budget work program revision to the Office of State Finance.

• Becomes effective July 1, 2009, with an emergency clause allowing immediate implementation upon passage and approval.
