Appropriates funds to the Office of the Secretary of State from the General Revenue Fund for the fiscal year ending June 30, 2010 (amount to be filled in).

Allows appropriations to be budgeted for either FY-10 or FY-11, with funds budgeted for FY-10 required to be expended by November 15, 2010, and funds budgeted for FY-11 required to be expended by November 15, 2011.

Permits rebudgeting of unexpended FY-10 funds to FY-11 after agency submission and approval of a budget work program revision by the Office of State Finance.

Establishes an effective date of July 1, 2009.

Declares an emergency, making the act effective immediately upon passage and approval.
