• Authorizes the Department of Transportation to expend funds from the State Transportation Fund for fiscal year ending June 30, 2010, with appropriations transferred to the State Highway Construction and Maintenance Fund.

• Requires minimum expenditures for construction of roads to industrial sites, economic development areas, historical sites, and lake access roads from dedicated construction funds.

• Establishes budgetary limitations on full-time-equivalent employees and expenditures for fiscal year 2010, excluding capital and special projects authorized under Section 3603 of Title 74.

• Allows appropriated funds to be budgeted for either FY-10 or FY-11, with FY-10 funds expiring November 15, 2010, and FY-11 funds expiring November 15, 2011, unless budgeted in subsequent years.

• Takes effect July 1, 2009, with an emergency declaration for immediate implementation to preserve public peace, health, and safety.
