Appropriates funds to the Oklahoma Health Care Authority from the General Revenue Fund for fiscal year ending June 30, 2010, with budgets allocated across operational categories including Medicaid payments, contracted services, and premium assistance programs.

Authorizes the Oklahoma Health Care Authority to pay professional expenses for the Administrator and full-time physicians including continuing medical education, licenses, and malpractice insurance, and permits employment of six full-time-equivalent attorneys.

Establishes budgetary limitations on full-time-equivalent employees and lease-purchase agreements, with exemptions available for unanticipated federal funds through the Director of State Finance with legislative oversight notification.

Appropriated funds remain available for encumbrance and expenditure for 30 months from the effective date, and allows inter-year transfers between fiscal years 2009 and 2010 to satisfy encumbrances and obligations.

Declares an emergency and makes the act effective July 1, 2009, allowing immediate implementation upon passage and approval.
