Appropriates funds to the J.D. McCarty Center for Children with Developmental Disabilities from the General Revenue Fund for fiscal year ending June 30, 2010, with amounts to be determined by the legislature.

Establishes budgeting categories and appropriation limits for the center, including full-time-equivalent employee caps and lease-purchase agreement limits for FY-10.

Allows appropriated funds to be budgeted for either FY-10 or FY-11, with strict encumbrance and expenditure deadlines (funds must be expended by November 15 of their budgeted year).

Permits the Director to set employee compensation and duties as needed, with director salary capped at an amount to be specified.

Declares an emergency effective date of July 1, 2009, allowing the act to take effect immediately upon passage and approval.
