Appropriates funds to the Oklahoma Department of Veterans Affairs from the General Revenue Fund for the fiscal year ending June 30, 2010.

Establishes budgetary allocations across five categories: Central Administration, Nursing Facilities, Claims and Benefits, Capital Lease, and State Accrediting Agency.

Sets Director compensation limits and authorizes the Director to determine employee duties and compensation not otherwise prescribed by law.

Implements specific budget procedures allowing funds to be budgeted for either FY-10 or FY-11, with encumbrance deadlines of June 30 and expenditure deadlines of November 15 of each fiscal year.

Declares the act effective July 1, 2009, with an emergency clause for immediate implementation upon passage and approval.
