Appropriates funds to the Oklahoma Commission on Children and Youth from the General Revenue Fund for fiscal year ending June 30, 2010.

Requires the Commission to budget funds across seven categories: Administration, Office of Juvenile System Oversight, Office of Planning and Coordination, Juvenile Personnel Training, Oklahoma Areawide Services Information System, Board of Child Abuse Examination, and Child Death Review Board.

Establishes budgetary limitations on full-time-equivalent employees and requires the Commission to develop outcome-based performance measures for each budget category.

Allows appropriated funds to be budgeted for either fiscal year 2010 or 2011, with expenditure deadlines and lapse provisions; unencumbered FY-10 funds may be re-budgeted for FY-11 after Office of State Finance approval.

Declares an emergency and sets an effective date of July 1, 2009, allowing the act to take effect immediately upon passage and approval.
