Makes an appropriation to the Office of Disability Concerns from the General Revenue Fund for fiscal year ending June 30, 2010, with specific budget categories for General Operations and Client Assistance Program.

Establishes full-time equivalent employee limits and lease-purchase agreement restrictions for the Office of Disability Concerns during fiscal year 2010.

Allows appropriations to be budgeted for either FY-10 or FY-11, with funds encumbered by June 30 of each respective year and expended by November 15, with unused funds lapsing unless transferred to subsequent fiscal year.

Authorizes the Director to set employee compensation and duties as prescribed by law, with the Director's salary specified (amount to be filled in).
