Appropriates funds to the Oklahoma Human Rights Commission from the General Revenue Fund for fiscal year ending June 30, 2010, with specific budget allocations for Administration, Enforcement and Compliance, and Community Relations categories.

Director's salary capped at a specified amount (to be filled in) per annum, payable monthly, with employee duties and compensation otherwise set by the Director.

Appropriated funds may be budgeted for either FY-10 (must be expended by November 15, 2010) or FY-11 (must be expended by November 15, 2011), but not both simultaneously, with unused FY-10 funds eligible for rebudgeting to FY-11 with agency approval.

Establishes budgetary limitations on full-time-equivalent employees and expenditures (excluding capital and special projects), subject to Section 3603 of Title 74 of the Oklahoma Statutes.

Effective date set for July 1, 2009, with emergency clause declaring immediate necessity for preservation of public peace, health, and safety.
