Appropriates funds to the Department of Human Services from the General Revenue Fund for fiscal year ending June 30, 2010, with specific budget allocations across categories including child services, TANF, developmental disabilities, and food stamps.

Establishes budgetary limitations on full-time-equivalent employees and expenditures (excluding capital and special projects) for the Department of Human Services.
