Appropriates funds from the General Revenue Fund to the District Attorneys Council for fiscal year ending June 30, 2010, with authority to transfer a portion to the District Attorneys Evidence Fund for case-related expenses

Authorizes transfers from the Crime Victims Compensation Revolving Fund to the Sexual Assault Examination Fund, to the District Attorneys Council for eight employees supporting the Crime Victims Compensation Board, and for Victim-Witness Services

Establishes budget categories including Prosecutorial Services, General Administration, Child Support Services, Bogus Check Enforcement and Restitution, Federal Grant Programs, Drug Asset Forfeiture, and Crime Victim Services

Sets budgetary limitations on full-time-equivalent employees and lease-purchase agreements, while authorizing twenty legal interns exempt from FTE limitations

Becomes effective July 1, 2009, with an emergency clause for immediate implementation upon passage and approval
