Authorizes the Supreme Court to expend funds from the State Judicial Revolving Fund for fiscal year ending June 30, 2010 for financial support of district courts.

Appropriates funds from the General Revenue Fund to the Supreme Court for fiscal year ending June 30, 2010 to perform duties imposed on district courts by law.

Establishes budget categories, employee compensation schedules, and full-time-equivalent employee limitations for district courts in FY-10.

Allows refunding of local court fund payments to the State Judicial Revolving Fund upon Chief Justice approval to meet unpaid expenses and outstanding liabilities.

Takes effect July 1, 2009 with emergency clause declaring immediate necessity for preservation of public peace, health and safety.
