Appropriates funds to the Office of the State Fire Marshal for fiscal year ending June 30, 2010, to perform duties imposed by law, with specific amounts to be filled in for administration, education, and field operations.

Sets budgetary limitations including full-time equivalent employee caps and lease-purchase agreement limits, with the State Fire Marshal's salary not to exceed a specified amount (to be determined).

Allows appropriations to be budgeted for either fiscal year 2010 or 2011, with funds budgeted for FY-10 required to be expended by November 15, 2010, and FY-11 funds by November 15, 2011.

Becomes effective July 1, 2009, with an emergency clause declaring it necessary for public peace, health, and safety to take effect immediately upon passage and approval.
