Authorizes appropriated funds to be budgeted for either FY 2010 (encumbered through June 30, 2010; expended by November 15, 2010) or FY 2011 (encumbered through June 30, 2011; expended by November 15, 2011), but not both simultaneously.

Effective July 1, 2009, with an emergency clause declared due to preservation of public peace, health and safety.
