Appropriates funds to the Department of Public Safety for fiscal year ending June 30, 2010, to perform duties imposed by law.

Establishes budget categories for the department including Administrative Services, Law Enforcement, Motor Vehicle Operations, Driver Licensing, Size and Weight Permits, Telecommunication Services, Highway Safety Office, Homeland Security, and Board of Tests for Alcohol and Drug Influence.

Requires $26,000 of appropriated funds for a Capitol Patrol Officer to the Oklahoma Workers' Compensation Court and $65,000 for the annual lease of the Clinton/Sherman Industrial Complex.

Authorizes the department to expend funds from the Patrol Vehicle Revolving Fund for purchasing and equipping patrol vehicles and aircraft.

Requires the Department of Public Safety to maintain one Patrol Academy with no fewer than thirty cadets for fiscal year 2010 and sets an effective date of July 1, 2009, with emergency provisions.
