Amends 74 O.S. 2001, Section 840-2.27C regarding reduction-in-force procedures under the Oklahoma Personnel Act.

Requires appointing authorities to post reduction-in-force notices at least 60 days before scheduled separations, with notice approval by the cabinet secretary (with exceptions for agencies without incumbent secretaries or headed by elected officials).

Mandates posting of reduction-in-force implementation plans within 5 business days, specifying retention criteria, displacement opportunities, and severance benefits available to affected employees.

Authorizes the Contingency Review Board to direct mandatory furloughs when the Legislature is not in session, defined as involuntary temporary reduction of work hours or leave without pay.

Effective date: November 1, 2009.
