State agencies may transfer copies of records pertaining to the April 19, 1995 bombing of the Alfred P. Murrah Federal Building in Oklahoma City to the Oklahoma City National Memorial Foundation, a not-for-profit corporation.

Original records may be transferred if the state agency is not otherwise required to maintain them.

Records designated as private, confidential, or restricted law enforcement/investigative records may be transferred if the Foundation agrees to maintain them as restricted or confidential.

The State Records Administrator must enter into an agreement with the Foundation outlining obligations regarding housing, maintenance, ownership, liability, access, restriction, transfer, and destruction of records.

The bill is declared an emergency and takes effect immediately upon passage and approval.
