Amends Section 7-105 of the Oklahoma Municipal Code to add a third ground for involuntary dissolution: when a municipality is totally within an area subject to subsidence, environmental contamination, or flooding from mining, dam construction, or natural causes, and cannot meet costs of government due to population reduction.

Adds provision to Section 21-103 allowing prevailing property owners in annexation disputes to recover court costs and reasonable attorney fees, including when a municipality withdraws or revokes an annexation ordinance in response to litigation.

Renumbers subsequent subsections in Section 21-103 from F, G, and H to G, H, and I to accommodate the new attorney fees provision.

Becomes effective November 1, 2009.
