Amends municipal zoning laws (11 O.S. Sections 43-104 and 43-106) and city-county zoning laws (19 O.S. Sections 863.26, 865.66, and 866.29) to establish enhanced notice requirements for certain zoning changes.

Requires entities proposing zoning changes for treatment facilities, multiple family facilities, transitional living facilities, halfway houses, or medical/nonmedical detoxification facilities to mail written notice within 30 days of hearing to all real property owners within one-quarter mile of the affected area.

Designates the entity proposing the zoning change as responsible for all costs incurred in mailing the required notice to neighboring property owners.

Defines "entity" broadly to include individuals, corporations, partnerships, government agencies, municipalities, and other legal entities, regardless of how organized.

Becomes effective November 1, 2009.
