Requires all persons to obtain a license from the Director of Wildlife Conservation before hunting or taking black bear in Oklahoma.

Establishes license fees of $100.00 for residents and $500.00 for nonresidents.

Directs the Wildlife Conservation Commission to establish open seasons, bag limits, and territorial limitations for black bear hunting.

Creates criminal penalties of $200-$500 fine and/or up to 6 months jail for residents hunting without a license; $800-$1,000 fine and/or up to 6 months jail for nonresidents.

Declares an emergency effective upon passage and approval, codifying the provision as Section 4-144 of Title 29 of the Oklahoma Statutes.
