Amends Oklahoma law to authorize the Oklahoma Commission for Teacher Preparation to develop and administer professional development institutes in mathematics for elementary grade teachers in kindergarten through ninth grade, subject to available funding.

Requires professional development institutes to be competency-based, minimum 30 clock hours, emphasize effective learning practices, require collaboration among participants, and include a work product usable in the classroom.

Institutes in elementary reading must include a five-day initial training and three-day follow-up institute for kindergarten through third grade teachers, principals, and instructional leaders, plus ongoing school-site support.

Schools serving kindergarten through third grade that meet qualification requirements (80% teacher support, principal commitment, new teacher participation, and literacy resource specialist employment) are eligible for one-year renewable grants for up to two additional years.

Effective date is July 1, 2009, with an emergency declaration allowing the act to take effect upon passage and approval.
