Amends Section 3-155 of Title 70 O.S. to require the State Board of Education to study and assess ways to eliminate, reduce, consolidate, and simplify reports, data, and information required of school districts and personnel by the Board or State Department of Education.

Requires the State Board to issue a preliminary report by December 31, 2010, and a final report with findings and recommendations to the Governor and legislative leaders by December 31, 2012.

Authorizes the State Board to survey teachers, review school district efforts to reduce paperwork, collaborate with the U.S. Department of Education on IDEA compliance requirements, and study funds expended for IDEA compliance.

Creates new law allowing each local school district to study and assess ways to reduce information required of personnel and to reduce the number of tests required by students, with findings included in the Comprehensive Local Education Plan.

Effective July 1, 2010, with an emergency declaration allowing immediate implementation upon passage and approval.
