Amends 69 O.S. 2001, Section 1273 to modify the definition of "primary highway" to include highways on the National Highway System in addition to those on the Federal-Aid Primary System as of June 1, 1991.

Modifies the definition of "sign," "outdoor advertising," or "outdoor advertising device" to clarify what constitutes outdoor signage and advertising displays.

Contains emergency clause declaring the act takes effect immediately upon passage and approval for preservation of public peace, health, and safety.

Applies to roads, bridges, and ferries regulatory framework in Oklahoma.
