Modifies the Academic Achievement Award (AAA) program to designate top-performing schools in five groups based on average daily membership (ADM) rather than providing awards to all schools meeting certain criteria.

Changes the distribution date for monetary awards from January 31 to March 31 of each year.

Establishes specific API score thresholds and award levels: Gold level (1,395-1,499 API), Silver level (1,275-1,394 API), and Bronze level (1,155-1,274 API), with corresponding monetary awards of $1,000, $500, and $250 per qualified employee respectively.

Allocates funding based on availability, prioritizing awards to schools in the following order: highest overall achievement, highest annual improvement, API score of 1,500 or higher, then Gold, Silver, and Bronze level schools.

Increases the maximum period a teacher can be hired on a temporary contract from three to five semesters, with exceptions for teachers replacing those on leave and retired Teachers' Retirement System members.
