Amends the Nursing Home Care Act to require facility employees to immediately report suspected abuse, neglect, or exploitation of residents to the facility administrator.

Requires facility administrators to immediately act to rectify problems and report incidents and their corrections to the Department within 24 hours for serious incidents including deaths by unusual occurrence, missing residents, suspected criminal activity, and resident abuse or neglect.

Mandates that situations involving deaths, missing residents, suspected crimes, and abuse be reported to local law enforcement immediately upon discovery.

Requires preservation of suspected crime scenes, including victim position, clothing, linens, and other physical evidence, until law enforcement authorization is given.

Requires examination by sexual assault nurse examiner, physician, or registered nurse for victims of witnessed or suspected rape, sexual assault, or sexual battery, with victim or legal representative consent; effective November 1, 2009.
