Establishes a new law creating a bidding preference for state contracts under the Oklahoma Central Purchasing Act when multiple bids are equal in quality and price

Gives preference to bidders who provide health care insurance to their employees during the entire term of the contract

Applies only when competing bids are otherwise equal, making health care provision the tiebreaker criterion

Requires the Department of Central Services to determine which bidders offer employee health insurance and apply the preference accordingly

Codifies the provision in Title 74, Section 85.17A-1 of the Oklahoma Statutes
