Amends 29 O.S. 2001, Section 4-108 to require a falconer's license for anyone using hawks, falcons, owls, eagles, or any other raptor to hunt game.

Permits falconers to hold an Oklahoma falconer's license or equivalent license from another state, plus an Oklahoma hunting license unless legally exempt.

Sets falconer's license fees at $45.00 for residents and $100.00 for nonresidents, valid for three years; authorizes temporary 10-day nonresident licenses for $25.00.

Amends 29 O.S. 2001, Section 5-206 to expand falconry provisions to include any raptor species (not just hawks, falcons, owls, and eagles) bred in captivity per federal regulations.

Allows persons with valid Oklahoma or out-of-state falconer's licenses in compliance with federal law to transport raptors into and out of the state without notifying the Director of Wildlife Conservation.
