Authorizes the Oklahoma Corporation Commission to employ one electric transmission system advisor by contract to monitor state, regional, and federal activities relating to electric transmission system access and reliability.

Advisor duties include attending Southwest Power Pool meetings to advocate for Oklahoma citizens and report on electric power transmission issues to the Commission, Governor, Legislature, and Attorney General.

Commission determines advisor qualifications and compensation from public utility assessment funds; contracts are sole source (non-competitive), limited to one year, and may be terminated for cause.

Commission authorized to contract for electric transmission advisor services for five years following the effective date of the act, with authority to promulgate necessary rules.

Act is declared an emergency, taking effect immediately upon passage and approval.
