Modifies city manager residency requirements to allow managers to reside within the city boundaries, overlapping school district boundaries, or within 10 miles of the city or school district, rather than requiring city residency at time of appointment.

Allows municipalities to delegate approval of change orders up to $40,000 or 10% of any contract (whichever is less) to the chief administrative officer, with approvals reported to the governing body at the next regular meeting.

Maintains existing change order limits: 15% cumulative increase for contracts of $1,000,000 or less, and the greater of $150,000 or 10% for contracts exceeding $1,000,000.

Requires all change orders to be formally approved by the governing body and reasons recorded in permanent records, except where delegated authority applies.

Becomes effective November 1, 2009.
