Raises county purchasing agent threshold for purchases not requiring competitive bidding from $10,000 to $10,000 (no change in this section, but modifies repair threshold from $2,500 to $5,000).

Increases county bridge construction project thresholds requiring competitive bidding from $75,000 to $150,000 for culvert/bridge construction and reconstruction, and from $150,000 to $300,000 for grade-and-drainage projects.

Raises force account county bridge reimbursement limit from $200,000 to $400,000 and county road project limit from $200,000 to $400,000 under the County Bridge and Road Improvement Fund.

Designates portion of U.S. Highway 81 from Enid city limits north to U.S. Highway 64 junction as "SSG Chris Hake Memorial Highway" with permanent markers to be placed by Department of Transportation.

Designates portion of State Highway 6 from junction with U.S. Highway 283 west to junction with State Highway 152 as "Trooper David Nalley Memorial Highway" with permanent markers to be placed by Department of Transportation.
