• Permits use of crossbows and conventional longbows with mechanical draw devices for hunting and taking wildlife by persons with permanent disabilities certified by a licensed physician, or Oklahoma residents aged 60 and older.

• Requires individuals qualifying to use a crossbow or mechanical bow draw device due to disability to carry written physician certification while in the field.

• Allows crossbow permit holders to take deer by crossbow or conventional longbow with mechanical draw device during legal open archery deer season according to Department of Wildlife Conservation rules.

• Prohibits use of crossbows and mechanical bow draw devices for hunting wildlife except as authorized in Section 5-209, maintaining existing restrictions for other hunters.

• Declares an emergency effective upon passage and approval.
