Amends 70 O.S. 2001, Section 13-109 to require the State Department of Education to provide training to special education due process hearing and appeal officials on IDEA provisions, federal and state regulations, legal interpretations by courts, administrative hearing procedures, and decision-writing.

Mandates that all special education due process hearing and appeal officials complete minimum annual continuing education courses in special education law and administrative procedures to remain eligible for case assignment.

Becomes effective July 1, 2009, with an emergency clause allowing the act to take effect immediately upon passage and approval.
