Allows school districts to measure school year by either 180 instructional days or 1,080 instructional hours, with districts choosing hours-based option must notify State Board of Education by September 15.

Limits professional meeting time to 30 hours per school year and allows additional professional leave days for staff development and National Board certification under district board or collective bargaining agreement policies.

Permits parent-teacher conferences held during regular school days to count toward classroom instruction time for no more than 6 hours per semester (12 hours annually).

Authorizes school districts to extend school days and reduce number of school days while maintaining 1,080 annual hours of instruction; allows extended-day schedules for high school grades with public hearing requirement and student achievement documentation.

Allows schools closed for weather during 2008-2009 school year to make up instructional time by adding days or hours to remaining school days or Saturdays with State Board approval; repeals school month statute and declares emergency effective immediately.
