Enacts the Interstate Wildlife Violator Compact, establishing a reciprocal agreement among participating states to enforce wildlife violations committed by residents of other member states.

Allows wildlife officers to issue citations to out-of-state residents without requiring collateral or bond if they provide personal recognizance and adequate identification.

Requires issuing states to report convictions and non-compliance to the violator's home state, which may then suspend that person's hunting, fishing, and trapping privileges.

Authorizes the Department of Wildlife Conservation to recognize and enforce license suspensions imposed by other participating states and to suspend privileges of Oklahoma residents for violations in other compact states.

Establishes a board of compact administrators composed of one representative from each participating state to develop procedures, forms, and uniform rules for administering the compact.
