Creates presumption that mother has custody of child until paternity established; establishes presumption that both parents have custody once paternity established; encourages written custody agreements between parents.

Establishes "custody by abandonment" allowing qualified relatives to gain custody of abandoned children after meeting specific residency and contact requirements; creates petition process and Letters of Custody by Abandonment.

Designates psychotropic medications as routine and ordinary medical care; requires daily access to showers and clean clothing for children in Department of Human Services custody; modifies child abuse reporting requirements with exception for abandonment cases.

Creates filing fee of $50.00 (waivable for hardship) for relative guardianship cases and requires court review of placements within one year with periodic reviews thereafter.

Re-creates Adoption Review Task Force to study and recommend changes to adoption laws and practices, with final report due January 1, 2011.
