Amends 74 O.S. Section 913 to allow state employees to receive Oklahoma Public Employees Retirement System (OPERS) service credit for time spent on voluntary furloughs without affecting annual/sick leave accrual, health benefits, or longevity pay.

Requires appointing authorities to implement a voluntary furlough program first before any involuntary furloughs; voluntary furloughs limited to 60 days per 12-month period and must be posted for 30 days to solicit volunteers.

Creates new law establishing that involuntary furloughs can only be implemented if targeted savings from voluntary furloughs have not been met; both voluntary and involuntary furloughs established by Office of Personnel Management rules receive service credit.

Directs Administrator of Office of Personnel Management to promulgate rules necessary to implement the voluntary furlough program provisions.

Effective July 1, 2009 with emergency clause allowing immediate implementation upon passage and approval.
