Increases maximum fine for the same offense from $5,000 to $10,000

Maintains imprisonment penalty of up to 60 days in county jail, which may be imposed in addition to fines

Expands definition of "actual damages" for court-ordered restitution to include damages to real or personal property when someone hunts, kills, disturbs, hazes, or takes property without permission
