Amends Oklahoma Statutes Sections 1-118 and 1-118.1 to expand permissible uses of school district building funds derived from levies, state appropriations, and donations.

Adds "repairing and maintaining computer systems and equipment" as an allowable use of building funds for school districts and technology center districts.

Clarifies that building fund proceeds can be used for "paying" energy and utility costs and telecommunications utilities and services (rather than only "purchasing").

Permits building funds to be used for purchasing security systems and paying salaries of security personnel for school facilities.

Declares an emergency, making the act effective immediately upon passage and approval.
